After evaluating the effectiveness of treatment subsidy on ELVs’ recycling, the project proposed improving suggestions such as developing the differential subsidy method for ELVs’ recycling enterprise and revising the subsidy rate for ELVs’ processing enterprise. The mode to estimate the ELVs number in 2014 and 2015 had been proposed, furthermore, simulating the ELVs’ mass flow in 2014. In addition, the collection targets of ELVs’ waste vehicle shell and parts had been set up. The project also finished drafting the complementary measures of dismantling for the state-of-the-art vehicle. And found the solution for lack of labor in recycling enterprises. The ELVs’ recycle and recovery white paper had been complied and 6 recycling enterprise inspections had been completed. The project set up the schedule for reducing ASR by setting up the phased goal of dismantling vehicle component. The eco brick made by ELVs’ foam had been tested and run, besides, the distribution of ELVs’ plastic material in market had been investigated. The test report of glass content which sampling from ELVs’ processing enterprise had been submitted every quarter. The evaluation of the Guanyin ELVs recycling factory’s operating efficiency and a conference for inspecting the achievement of private participation in infrastructure construction had been completed. In addition, by responding to the contracts expiration, the project provided some advices for the Guanyin factory future handling.
